I found this on the website Timmy shares with former teammate Ian MacGregorng, who is racing in the Tour de Georgia for Team Type 1.

According to the website, Justgoharder.com Duggan is in intensive care in the hospital in Athens, Ga., as result of his bad crash in Stage 3 of the Tour de Georgia. In the latest update, MacGregor reported that Slipstream-Chipotle director sportif Jonathan Vaughters said the brain swelling was going down. MacGregor also reported that Duggan was awake and aware, and in stable condition.

This was a serious crash, on a downhill section at around 45 miles per hour, and of course it’s a serious injury for a popular member of the peloton. I spoke with Duggan during the Tour of Missouri, ironically about Brad Huff’s spectacular crash in the finishing sprint of the final stage in St. Louis. Super nice guy. He’s been with Slipstream since its inception and Velonews reported today that he was going to be on Slipstream’s Giro d’Italia team, a big honor for the American rider from Boulder.

Duggan’s wife and family were en route from Boulder, an indication of the seriousness of the injuries.

Several friends of Duggan have posted best wishes and prayers sent Duggan’s way on the Justgoharder website.
