No across-the-board pay boosts in proposed St. Charles County budget
For the first time in several years, there are no across-the-board pay increases for St. Charles County employees under the proposed 2010 budget submitted by County Executive Steve Ehlmann.
“Economic forecasts for 2010 indicate some improvement in the economy might occur,” Ehlmann said in his budget message tto the County Council this week. “However, the effects of any such improvement are too uncertain to support any widespread budget assumptions.”
The proposal does include pay raises for 189 of the county’s approximate 1,060 workers to bring them up to levels recommended by a consultant’s study last year of wage rates across the metro area. That will cost about $260,000.
Ehlmann said the county also will absorb an average 4 percent increase in employee medical insurance premiums instead of passing the $198,000 cost on to workers. In addition, the county was required to increase its contribution by $380,000 to the employees’ retirement fund to offset losses in the stock market.
Because of weak sales tax revenues, county department directors were asked to seek operating budgets that weren’t any larger than their budgets this year.
The council at 5 p.m. Monday will begin a series of three work sessions to review the budget. The other sessions will be at 4 p.m. Nov. 16 and 5 p.m. Nov. 30.

Tax the mullets out there if you need a pay raise.
Welcome to the REAL WORLD Gubmt’ workers!
Someone tell the O’Fallon Police Department as they continue to cry about not getting raises. See, your not the only one.
let’s do the math: pay raises will be given to 189 employee’s based upon a
“consultant’s study” LAST YEAR, to a tune of $260,000…that’s approximately $1375 per employee!! not too shabby plus the 4% increase in the health insurance, plus the pick-up of $380,000 due to a lousy stock market divided by 1060 employees adds another $358 plus or minus a few bucks to the raise…i’m going out on a limb and “assuming” that the consultant basically looked at the pay for the middle-managers/supervisors, directors and UP!! the rest of ya, Thanks for another year of outstanding service! You are one more year closer to retirement! and i sure hope Stevey got his well deserved raise since he has divied out his job to 3-4 of his cronies…County Dept Directors should have been cutting their budgets at the same level that sales tax revenues have fallen for the past fiscal year and not maintaining the status quo…how did this guy get elected?? someone please run against him…
they need to do away with the neighborhood preservation dept all together
put that back in building dept,
empty a desk , and save on attorney fees.
Does anyone remember there is a recession going on? Quitcherbitchen!
I don’t care what the reason is. Reducing what government spends is always a good thing. I don’t care how they do it JUST DO IT! I don’t know why St. Charles County votes Republicans by a wide majority every year for federal candidates but can’t apply those principles to the local level. CUT CUT CUT CUT CUT………
Find ways to use the people’s money better, in good times or bad. There is still inefficiency and leaking tax dollars in several departments that the pols don’t want to address. Special Interest or thats the way it has always been done drive the thinking. These are unusual, difficult times and call uncommon ways to act.
The county officials need to follow the pay studies they have paidto have done and ordinances they have passed that outline what the pay increases for each employee, each year will be. They don’t and never have!!!!!!!!!!! Oh wait, that’s because it benefits the employees and not the county. Also, what about the five year plan they proposed LAST year that was to bring everyone up to what the company that did the pay study said they should be paid????? County officials have ALWAYS done what they want WHEN they want and have NEVER cared about their employees!!!!!!!!!!
And Big E can hire a cronnie for Jail Administrator, paying him $7000 more than the previous jail admin. He justifies it by saying the new cronnie was the most qualified although he never worked inside a jail but instead lost his job when Nixon became Governor?
Always money for those pet projects….
