UPDATE: O’Fallon, Mo., acting city administrator may get pay raise
On Thursday night, the City Council unanimously passed an ordinance raising Acting City Administrator Vicki Boschert’s salary by 10 percent.

O’Fallon city officials are considering a bill to give Acting City Administrator Vicki Boschert a 10 percent pay raise to compensate her for taking on duties vacated by former City Administrator Robert Lowery Jr.
The increase would pay her for working as both city finance director and acting city administrator. Boschert became acting city administrator after Lowery resigned in late June. Lowery’s gross salary was about $141,000, and his payout for resigning was estimated at upwards of $176,000. You can read Lowery’s separation agreement here.
Records show Boschert’s gross 2009 salary is $104,332. The proposed pay raise would increase her gross yearly salary to $114,765. Boschert would receive retroactive pay to the beginning of July when she took over Lowery’s duties, and she would continue getting the higher salary until a new city administrator is chosen.
The city’s search for a new city administrator continues.




Why not appoint her? It’s obvious that she was really doing the work while the figurehead was getting his name and face in the paper, and that the next figurehead will be getting his name and face in the paper while she continues to do the actual work. While we’re on the subject, why not give her “acting pay” that’s commensurate with the person who was in there before? Is she worth less?
Joel, based on what is in the packet for the meeting it states that this temporary pay raise is mandated by City Ordinance. Your story does not mention this. Is it true that the Council has no choice but to give her this temporary raise?
Also, please stop using the $176,000 number for Lowery. It’s not true (especially since he has a new job) and is just used to get people worked up. The reason it’s not true is that he was paid about $112,000 ($72,500 mandated by Ordinance, 4 months severance pay and 2 months sick and vacation pay) The other $40,000 was go away now money. The difference between $176,000 and $112,000 is if the City uses him as a consultant. Which they would not do and now can not do because he has a new job. So it’s locked in that the total pay will be $112,000.
But back to Boschert, assuming she serves as Interim City Administrator for 6 months this mandatory raise will cost the tax payers about $5000.
If this is all information I can put together as an average citizen I know you can do it since this is your full time job. I know it makes for a better story to scare people with the worst case scenario but I think they deserve more.
Boschert, the same financial guru that responsible for books heavily chastised by the Missouri State Audit. Now Council promotes her to the top. She could tell some stories. Probably payback time.
Full Story, thats the same conversation we had two days ago in the Ivory Tower. Must be Perkins or Hennessey’s wife. You can make any story up you want with numbers Full Story. O’Fallon residents two things need to be understood in our city for the next 4 years….Debi Hennessey will make final inputs and decisions, if need be, and Perkins will use influence and power in the Council to get things done or not get things done. Not illegal, not anything but the facts.
These days I don’t care how much work you do. Be glad you have a job to go to. At least she’s not one of the unfortunate ones and are losing their job. There should be no raises for anyone!
Are you guys serious about Debi Hennesy and Perkins? Instances, facts!
Makes sense I.T.I. Haman can’t things done becasue Perkins blocks him. Schwentker and Howell appear to follow Hennessey. Haney does well talking but has little support, kind of like Haman. Lucas works with Hennessey. Conley, well, he is just one vote, Hennessey does not need him especially after beating him in April. Perkins controls Gardner. So yeah it all makes sense. And the Acting City Adminstrator does deserve a raise.
Ms. Vicki also knows where all the skelotons are buried from Hennessy’s days as an alderman. An old Renaud trick was to overpay employees to keep them quiet, looks like it is still happening.
I don’t begrudge Vicki the raise, but I question why we are paying the Finance Director $104,000 a year. Is this seems excessive.
