O’Fallon, Mo., narrows field in search for police chief and city administrator

UPDATE (10 a.m. Wednesday):

Councilman Dan Haney e-mailed me Wednesday morning to say the applicant pool for city administrator has been narrowed to 15 remaining candidates. (Thanks Dan.)

BLOGPOST FROM TUESDAY:

O’Fallon has eliminated more than half its applications for both police chief and city administrator, according to City Clerk Pam Clement.

For the top cop’s job, the city has cut 28 people from the pool of 50 applicants, Clement said.

And for city administrator, Clement said 33 people are still in the running from a field of 68 applicants.

Today, the city declined to release the names of applicants, citing a personnel exemption in the Missouri Sunshine Law.

The police chief’s job has been open since Jerry Schulte retired in January. Interim Chief William Seibert has run the department since then.

Finance Director Vicki Boschert was appointed acting city adminstrator after Robert Lowery Jr. resigned from the position in late June.

This process is all a big joke. Hennessy and Perkins are going to bring back their old buddies from the past. Something as voter of O’Fallon I’m opposed to. Who is it going to be guys? Patrick Banger for CA and Henke for Chief? Who cares about hiring the most qualified just as long as you get your buddies in so they can cover your butt’s when you screw up?

Who ever is picked for the jobs will have to have Perkin’s approval and Debbie Hennessy’s approval. Perkins will get the votes Hennessy needs after Debbie approves the choice.

Its going to be a riot (literally? whatcha think Joel?) to watch Hennesy and boys explain to the public that those has-beens are the finest found out of a nation wide search. A search paid for by taxpayers money in times when money is scarce. Can’t wait to hear the salaries too! Time for the paybacks and the paybacks will destroy all of them. O’Fallon politics is the greatest show on earth!

I thought the Sunshne Law only covered employees, not applicants or potential employees, but I’m just a simple caveman. Joel I am sure you are well versed since the city hides behind that law all the time. What’s the deal?

In its denial of my records request, the city cited the following exemption in the Sunshine Law (610.021 Subsection 13)

“(13) Individually identifiable personnel records, performance ratings or records pertaining to employees or applicants for employment, except that this exemption shall not apply to the names, positions, salaries and lengths of service of officers and employees of public agencies once they are employed as such, and the names of private sources donating or contributing money to the salary of a chancellor or president at all public colleges and universities in the state of Missouri and the amount of money contributed by the source;”

I voted for Bill Hennessy. But I do not think my Mayor is fulfilling his campaign promise of communication. I see the communication is him telling others what to do and the others accepting it. There are no discussions. It is working for him now because he can keep the Council and City Staff controlled with Perkins but it may only last until the next elections.
