Robert Lowery Jr. has new job in Washington area
Robert Lowery Jr., who resigned a month ago as O’Fallon city administrator, is moving to the Washington, D.C, area to take a new job with the National Center for Missing and Exploited Children.
Lowery said today he will be the executive director of the center’s missing children division and work out of the organization’s Alexandria, Va., headquarters, beginning in mid-August.
Lowery, a former longtime Florissant police officer, has been on the center’s board of advisers since 2002.
Lowery said his new job would not affect the buyout and consulting agreement he negotiated with O’Fallon before his resignation. His payout under the buyout deal could reach $176,000. Lowery would not disclose his salary with his new employer.
Under Lowery’s agreement with O’Fallon, he will act as an adviser to the city until Oct. 15, 2010, and be paid until Jan. 15 at the rate of his city administrator’s annual salary.
He also will get about $54,000 in compensation for 806 hours of unused vacation, holidays, sick days and other time off owed between his hiring by the city in 2005 and Jan. 15 of next year.
He also got a signing bonus of $10,828 and deferred compensation next year of $34,172.
Under the agreement, Lowery promised not to sue the city. The buyout deal occurred just months after the City Council suspended Lowery with pay and hired lawyers to investigate allegations of wrongdoing against Lowery. He was reinstated Feb. 26 after a month on paid leave; the inquiry uncovered no improper activity.
When Lowery announced his resignation last month, he cited differences with newly-elected Mayor Bill Hennessy over the city’s future but didn’t elaborate. His resignation came as no surprise since Hennessy in his campaign had promised to replace Lowery.
In a statement at the time, Lowery said he recognized that Hennessy should have the right to pick an administrator who shares his views.
Before coming to O’Fallon, Lowery headed the Major Case Squad of Greater St. Louis and was assistant police chief in Florissant, where his father is mayor. Before becoming O’Fallon administrator, the younger Lowery was in the running for the St. Charles police chief’s job.




Bob will be missed. I will miss the lies, the threats, the harassment, the lies, the threats and harassment. Did I mention the lies? Now it is time for the former assistant city administrator to go. He cannot even fill after Bob was gone. Sad. If he is not competent enough or cannot be trusted enough to do the position, he should be let go. By the way, although they are extremely incompetent, Bob should really let the FBI know where his new address is.
This perfect for Bob. He’s an expert at exploitation and most of O’Fallon hopes he goes missing.
I’m tired of the salacious reporting on this “buy-out”. Every story quotes the $176,000 because it’s a stunning number. But then all they detail is the $99,000, and never talk about how they get from $99,000 to $176,000. In addition, they never mention that the $54,000 in compensation is mandated by City policy. So basically his “Golden Parachute” is $45,000. As I see it this was basically a payment to go away. If he would file a law suit, justified or not, the City would eat up $45,000 in legal fees in no time at $200 an hour. It sounds like well spent money to me.
Oh yeah, as for the other $77,000. I called City Hall and asked about it, since the reporters don’t want to do that. They said that the rest would be IF he is used as a consultant over the next year… “and that won’t happen, especially with his new job”.
I wish Bob the best but I for one am glad he is gone. Not only from O’Fallon but from the St. Louis area.
Now we just need to make sure Hennessy doesn’t bring back all his old friends and start selling off the City again.
OH NO!!!! - I have no clue what your ranting and raving is all about but just to clear one thing up… The Lowery’s are vocal DEMOCRATS and always have been. So I’m not sure how you tie them to the Bush family.
Bob Lowery has the last laugh. He has a new job (well not now he was doing this job while the City Manager) and pay the same as he had when he was the City Manager. The only difference he is full time in Washington DC part time in O’Fallon, opposite of what he was doing before. Tired the City does not pay legal fees on these lawsuits, they pay the deductible. The insurance company pays the lawyers. So here we are with the Mayor getting what he wants with tax dollars being spent the same way he spends his own dollars on drinks. Its the economy, stop wasting taxpayer dollars, find ways to spend dollars better or get out of office. So far all we have seen wasted spending.
Guess this would account for Lowery and Hennessey’s meetings, behind closed doors, the month after the Election. We don’t suffer with fools around us why do we keep voting them into office.
You know what really amazes me is the city fighting. I think people are just jealous that someone finally realized Lowery was worth he money I wished he would get a million dollars he will need it to get sane again after leaving Ofaboulous Here is a guy who spent his life in public service and many nights im sure working for people He is gone let it be

Yeah, Lowery gets a great laugh! He entured 3 and a half years of in-fighting and childish behavior. He endured when no one else could. the city is a much better place because of him. He was the fourth city manager appointed in a year! Stop the lies and cowardly attacks. If you can back up it up say your name. yes, he worked woth his father, but at least they contributed postively to the community, not as a slumlord of a dilapated eyesore……
yeah, lowery must be happy to be gone. What a joy it must have been to work with the likes of Bill “please don’t make me controversal” Hennessey, “Weird” Rick Lucas, Mark “the idiot who should stop trying to sound intelligent” Perkins, ands the infamous Jeff “the moron” schwenker…..we can only hope that Mayor Bill’s wife will keep giving him direction and advice. Boy……what a great help she’s been…..We’ve got an idiot city clerk and former police chief ruining things…….god help us!
