St. Charles council delays vote on Riverwalk project

With three of 10 members absent, the St. Charles City Council Tuesday night delayed until next week a vote on a resolution authorizing negotiations on a possible city subsidy for a mammoth riverfront commercial-residential project between Interstate 70 and the Family Arena.

Riverwalk Development LLC says at least $125 million in public money will be needed for the $1-billion-plus Harbor San Carlos project, some of it from the city.

Riverwalk has submitted documents to the city that refer to a tax-increment financing plan or TIF of that amount but company representatives say they will first try to get some of that money from other sources such as the Army Corps of Engineers. Under TIFs, new tax money generated by a project pays for related improvements.

Meanwhile, the council Tuesday passed ordinances that:

* Clarify that city police can issue municipal citations for bar owners and others exceeding maximum noise levels allowed in the New Town development.

* Allow auto detailing businesses on North Second Street in Frenchtown.

This is a joke of a project. The idea that boaters will put their boats on the Missouri river should be questioned. The reason you dont see recreational craft on the river is simple, the river is too fast and too much debris. This developer hasn’t the deep pockets to get this done.

Who in their right mind will ever boat the Missouri river in St. Charles. I can think of many other real projects other than a marina for john boats in a flood plain. I can’t wait for this spring’s election cycle in the hopes of changing the direction of the City Council. What is going to happen to our taxes when projects like this one and others like the community center fail because of no usage? I guess this is where all the new apartment dwellers can hang after they are built down on the river road that Keith Hazelwood fought so hard for. I sure hope the Army Corps of Engineers shuts this down before it gets started and the Federal Government denies the usage of economic stimulus dollars for this useless project. I for one will be asking the Federal Government for an environmental impact study on this wet land area. Isn’t it bad enough that the City Council just TIF 7 million dollars to one of the wealthiest corporations in the US and this week they are going to play shift millions of TIF dollars on the Noah’s Ark’s project to Aquatic Fitness through the developer so that the city can start the “Freedom Center” project. Aquatic Fitness was to raise the 6 million for their portion of the development funds through fundraising and the sale of the Noah’s Ark property was to be used as operating revenue according to the original agreement.

The only groups that will really benefit from any construction along the riverfront will be the developers and conctruction companies. I guess that the council and city hall want to make sure that their campaign contributors are happy before the next election season.
