Burke’s proclamation was not universally accepted
Colleen Carroll Campbell’s column about Archbishop Raymond Burke was interesting, but when she referred to his proclamation that pro-choice Catholics should be denied the sacrament of Holy Communion, she conveniently forgot a few items of interest.
Archbishop Burke’s proclamation was not universally accepted by the other bishops in the United States. Also, a national Catholic newspaper (the Sunday Visitor) reported in July 2004 that “Italian politicians known for their abortion views regularly receive communion from the Holy Father himself, and no fuss is made. The author wrote, “The Pope and his representatives do not choose to deny Communion as a proper means to combat abortion.”

I wonder if that is changing and the bishops will need to start behaving in a manner more in line with the Church since now the proclamation will be coming from the Vatican.
