A representative for former New York Mayor Rudy Giuliani, a Republican, was the first to file for Missouri’s Feb. 5 presidential primary, within minutes after Tuesday’s 8 a.m. start.
But Giuliani will be fourth, not first, on the Republican ballot. That’s because he didn’t win the lottery of first-day filers to determine ballot order.
The hallowed first-on-the-ballot spot goes to U.S. Rep. Ron Paul, R-Tex., even though his stand-in was the third to file among the five Republicans who submitted first-day paperwork.
On the Democratic side, U.S. Sen. Hillary Rodham Clinton, D-N.Y., came out on top. Her stand-in also was the first Democrat to file papers. A couple hours later, a representative for U.S. Sen. Barack Obama, D-Ill., also filed.
The other Republicans who filed, and their ballot order, are: former Sen. Fred Thompson of Tennessee (2nd); former Massachusetts Gov. Mitt Romney (3rd) and U.S. Sen. John McCain of Arizona (5th).
