Steelman challenges Hulshof’s AIDs vote; he cites WH support

State Treasurer Sarah Steelman, a Republican candidate for governor, fired off an attack today contending that a recent congressional vote by the her GOP rival — U.S. Rep. Kenny Hulshof — is “another example of him being out of touch with the values of Missourians.”

Steelman cited Hulshof’s support last week “with the Democratic majority and against White House concerns” in favor of a $50 billion international AIDS package.

The program is currently funded “at only $15 billion,” she said, “so the increase was over 3 times the current appropriation.”

“This vote may make sense to Washington politicians, but it doesn’t make sense to the people of Missouri ,” said Steelman spokesman Doug Gaston.  “We have people struggling to make ends meet here at home, and Congressman Hulshof has chosen to send $50 billion of our hard-earned tax dollars overseas.  Congressman Hulshof is right; he and the Congress have earned their 8% approval rating.”

Gaston called the vote “another example of Washington fiscal irresponsibility vs. Missouri values, which is the defining difference between Hulshof and Steelman.”

“Sarah Steelman has a strong record of fighting for the taxpayers of Missouri , and unfortunately this vote is another example of Congressman Hulshof’s Washington-style big government, big-spending ways,” Gaston said.

The bill passed 308 - 116.  Three of Missouri’s other Republicans in the House — Todd Akin of Town and Country, Roy Blunt of Strafford, and Sam Graves of Tarkio – opposed it.

UPDATE

Here’s the response from the Hulshof campaign:

“Kenny Hulshof believes that all human life is sacred and that humanitarian steps, especially those proven to be successful, are in keeping with Missouri values.

It is curious that Sarah Steelman would choose Kenny’s support of pro-life legislation as the first attack in this campaign.”

Hulshof spokesman Scott Baker also questioned the accuracy of Steelman’s assertion that the White House was concerned about the cost of the added AIDs allocation.

He referred to the official statement from the White House

Statement by the Press Secretary on House Bill Supporting PEPFAR
 White House News

“Today the House of Representatives approved the Tom Lantos and Henry J. Hyde U.S. Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act. This strong bipartisan vote advances the reauthorization of the life-saving work of the PEPFAR program.

“This legislation preserves the important principles that have made PEPFAR successful. Since 2003, this program has supported life-saving antiretroviral treatment for over 1.4 million people around the world, and supported prevention of mother-to-child transmission services for women during more than 10 million pregnancies. Through the successful A-B-C approach to prevention, PEPFAR is saving lives and helping to prevent the spread of this horrible epidemic.

“The President wants to thank the members of Congress who supported this legislation, particularly the hard work of House Foreign Affairs Chairman Howard Berman and Ranking Member Ileana Ros-Lehtinen. He looks forward to working with the Senate, and hopes they will consider PEPFAR legislation soon.”

Sounds as though there was an overall majority in favor of passing the AIDS bill. Hulshof’s vote would not have made a difference anyhow.

AIDS and MRSA need to be fought aggressively before this pandemic wipes out our entire existence on Earth.

Hulshof’s going “against White House concerns” this time of year just demonstrates his wisdom & ability to effectively lead the state.

I put in “moderation” mode a comment by a person alleging to be “Howard Beale,” but who I suspect is NOT the famous Beale of certain “Firedup” fame. That person must prove that they are Beale (email me at jmannies@post-dispatch.com) before I repost their comment.
If not, the comment will be deleted.

And the person — whose email identity and IP address is known to me — is on the alert that if they were improperly using the Beale identity, they must desist. A second offense will get the person blocked from our site.

‘Howard Beale’ and Sarah Steelman’s campaign’s comments show complete ignorance about the Congressional budget process. Given how hard Missouri state government tries to maximize federal dollars coming to the state, it is kind of appalling that our state treasurer is so clueless about federal budget basics.

Rep. Hulshof voted for a five-year authorization bill (which sets the maximum level), not an appropriation bill (specifies what actually is spent). Appropriations are almost always a lot less than the authorized amount.

Here’s the bill in a nutshell. It says that Congress can’t appropriate more than $50 billion over the next five years. It tells the State department how to spend the money IF any is appropriated (Congress has the option of giving the program $0). The bill also keeps a current requirement that the rest of the world has to kick in $2 for every dollar America contributes.

While the White House didn’t agree with everything in the House bill, it supported passing the bill. http://www.whitehouse.gov/omb/legislative/sap/110-2/saphr5501-h.pdf

This demonstrates how out of touch with “Missouri values” BOTH candidates are.
First of all, I suspect most people are for fighting AIDS wherever it is, and would rather fight AIDS with $50b than send that same $50b to Iraq.
Second, I think most Missourians don’t care anymore how Bush feels about any piece of legislation. Even the conservatives I have spoken to are fed up with Bush/Cheney.

Looks like somebody at the Steelman Campaign typed up the “Washington DC bad, Jefferson City good” talking points. Considering Kenny’s past voting record, his support of this and willingness to break from the establishment is just another reason he’s the right man to live in the Governor’s Mansion.
They want to link him as a “Washington Establishment Guy” when he’s pissed off more people in that town over his willingness to do the right thing and to vote with everybody else. What is she talking about?

The most interesting question raised by Paul S is whether he is one of Congressman Hulshof’s supporters who really doesn’t know anything about his voting record, or is he one of the insiders trying to dupe us. In fact, Congressman Hulshof’s voting record demonstrates he is one of the biggest get along /go along spend the taxpayer’s money people in all of Congress, including Democrats. He supports the earmark process, he has been rated by Citizens Against Waste and the Club for Growth as unfriendly to taxpayers and the first thing he did on the day he filed for Governor was to say it is ok for legislators and Andy Blunt to raid the state treasury for their business loans, and then surprise, surprise, the insiders endorsed him. Then again, Paul S might know all this since he is a fee agent himself

I think that Sarah is right on. We are struggling here in Missouri and we do not need to be trying to fix the world’s problems when we need to take care of our own first. There are plenty of charitable organizations that are getting funds from those that can afford it, to force people through legislation is just not right. Kenny does not have that great of the record, and he does not break from the establishment. When looking at the Constitutional scorecard, he only supports that 50% of the time, which means, that 50% of the time, he votes against what is best for the people in THIS nation.
