Kinder to give away governor’s wine glass, er, Cup

While standing-in for lame duck Gov. Matt Blunt over the last several months, Lt. Gov. Peter Kinder’s duties have ranged from the mundane to the solemn. Wine grapes

But, today, Kinder takes a detour to gorgeous Rocheport, where he’ll participate in the annual 2008 wine industry picnic at the Les Bourgeois Vineyard . (A lieutenant governor’s job is never done.)

There, Kinder, as acting governor, will raise his glass and present the 2008 Governor’s Cup award to the best bottle produced by the state’s wineries, of which there are more than two dozen.

Better not tell aspiring governor Kenny Hulshof about today’s event — he’ll be red with envy.

The congressman-farmer recently announced he’s going into the wine business, starting his own Cabernet label — Bingham Road Cellars, named after the street he lives on in Columbia.

“ACTING” is exactly right. The Lt. Governor can “play” or “act” like the governor, but the Lt. Governor’s office has no true EXECUTIVE power unless the Governor is “effectively” absent — cutoff from all communication or ascending to heaven.

For instance, if Kinder decided to even THINK about releasing Blunt’s e-mails, the BLUNT hammer would come down quicker than you know what. The Lt. Gov. coud do no such thing without PERMISSION.

Michael E. Carter, leading Democrat for Missouri’s Lt. Governor spot, has pledged to give the Lt. Governor’s office MEANINGFUL PURPOSE. $84,000 for the part-time office (current Lt. Governor campaigned in 2004 that the office is part-time and should be treated as such) is to HIGH.

Michael Carter pledged to allocate $10,000.00 to the state treasury or charity if the office could not be given meaningful purpose.

I’m kind of surprised Baby Blunt gave this one up to Petey. Maybe the guv’s still over in Europe with his significant other.

Those guys must really be enjoying their downtime together. Makes me think of that movie about the two cowboys up in Montana.

What was the name of that movie??

Chad,

An acting Lt. Governor has quite a bit of executive power, examples include Lt. Governor Kinder signing the Lewis and Clark initiative, naming highways after fallen public servants, and calling the natl. guard into service during recent flooding. This was all in less than a month long period. No power?

Historically, the job of Lt. Governor has been one that has been done on a part-time basis, but please do your research before making yourself even more of a fool. Lt. Governor Peter Kinder is the 2nd person to ever hold the office of Lt. Gov full-time (Bill Phelps being the other).

Your claim that you continue to post that Carter will allocate/donate $10,000 to somewhere other than his bank is a total illegality, so if you’d like to be an ethical campaign, follow the law.

Next time before opening your mouth, remember that bringing arguments like that to the table is equivalent to bringing a knife to a fight where your adversary has driven a tank.

I would say your comment is worth no response, but then you might say I was dodging. Two things about the actual legal landscape given your comments about my remarks:

1) Missouri Supreme Court ruled that the Lt. Governor is NEVER the Governor unless the Governor is “effectively” absent — obiter dictum of the case says this NEVER happens except for complete inability to communicate or death;

2) First Amendment of U.S. Constitution protects political speech more than any other type of speech and restrictions on poliical speech are afforded STRICT SCRUTINY.

2 (a) A pledge to analyze an overpaid job and correct the overpayment is just such speech. Michael Carter is NOT saying, “vote for me, I’ll give you money;” rather, Carter says “the office is overpaid” and that that should be corrected — protected speech.

Michael E. Carter is the only candidate for Missouri’s Lieutenant Governor that truly understands and is honest about the office.

Ahh, Chad

I didn’t know that a person had to be THE Governor to have executive power. By statute, an acting Governor has every bit of executive privilege that the Governor himself would while in office. Also, read that 1st amendment again, political, politics, or any other form of the word is used. I appreciate that Mr. Carter would like to look into how much the position is paid, but there is a notable difference between saying that you will look into it and making a promise of a particular dollar amount…or is that just me.

If Michael Carter truly understands the office, best of luck to him, but until he has been in the office, or elected to ANY office, i have to doubt his understanding.

No the Lt. Governor is never THE governor unless the governor dies and he takes the oath. However, when acting governor the Lt. Gov has the full authority of the office. Now because there is virtually no way to be out of communication the governor can reassume the role at anytime he/she chooses. But when acting the Lt can and does have the full power of the governor.

As for donating the salary. Great, wonderful. Take the salary and personally give it away.
