JEFFERSON CITY — Senators Jolie Justus, D-Kansas City, and Jane Cunningham, R-Chesterfield, seem like unlikely allies.

But today, the two were the only opposition to Sen. Charlie Shields‘ quality rating system bill in the Health, Mental Health, Seniors and Families Committee today.

Justus opposed the bill because, she said, funding should go to expanding access to child care systems. Cunningham said a yes vote would not mesh with her “Jeffersonian, Republican, small-government” ideals.

Senate President Pro Tem Shields, R-St. Joseph, has sponsored a similar bill for two years.

The bill is SB 4.
