Obama speech goal tonight: “Speak clearly”

WASHINGTON — Speaking so Americans can understand what’s being said may not seem like a significant goal.

But given confusion, skepticism and downright hostility toward his health-care reform proposals, speaking clearly about what’s at stake for people is precisely what President Barack Obama hopes to do tonight in his nationally televised speech in front of a joint session of Congress at 7 pm St. Louis time.

That’s according to White House spokesman Robert Gibbs, who this morning said that Obama’s main goal is to speak clearly on two main scores — explaining to people who have health insurance why a revamped insurance system would “bring them security and stability” and telling those who don’t have insurance how they’d be able to get some in an affordable way.

And yes, Gibbs acknowledged, Obama will seek to put some meat on the bones of the abstraction called the public option, which refers to an as-yet undefined public entity that would be established to provide competition to health insurance companies.

Despite the president’s persuasiveness, it appears increasingly unlikely that anything resembling a robust public insurer becomes part of the final legislation. Instead, look for something that triggers more government involvement if insurance companies don’t bring down rates and start treating people better.

For Obama, it’s another key speech testing the communication skills that he first displayed  to the nation five years ago this summer at the Democratic National Convention in Boston.

TV commentators are declaring breathlessly that tonight’s address is make-it or break-it for health reform. That’s an overstatement, but it’s true that Democrats almost certainly need to come out of this Congress with some health bill in order to disprove those who assert that they can’t govern.

Expect reaction tonight from Missouri and Illinois members of Congress, most likely predictable statements along party lines.

To help him make his point about the urgent need for reform, Rep. Russ Carnahan, D-St. Louis, has invited Webster Groves resident Michelle Barron to be his guest for the speech. Barron, who operates a book store, also will relate to reporters some of her problems in obtaining insurance.

This morning, Sen. Kent Conrad, D-N.D., a negotiator seeking a Senate compromise, warned the president again pushing the Congress too hard.

“The idea that there is a drop-dead day is counterproductive,” he said.

House Minority Leader John Boehner, R-Ohio, said: “The question I have is whether the president has been listening to the American people.”

As anyone could have predicted… and several have… our own Bill Lambrecht is declaring the Obama speech tonight a success.

In fact, inside of 96 hours nothing will have changed. The speech is nothing more than an “operational pause,” meant to be the calm before the storm. Next week, the real fight begins anew.

Obama is selling something that the vast majority of Americans don’t want.

So my friends as you read the fawning headlines tomorrow, and watch the tingling leg commentators tonight, remember that it’s all just part of the plan. And steel yourself for the coming fight.

Obama lies everytime he opens his big mouth. I am sure he will act stupidly once again, this evening. All you libs, how do you like your ”hope and change” now?
