Civic Progess money backs 0.1-cent sales tax proposal in St. Louis County
Civic Progress, the organization of the major businesses and banks in the St. Louis region, is the main financial supporter of a campaign for a 0.1-cent sales tax for an emergency communications system in St. Louis County. The proposal will be on the Nov. 3 special election ballot.
Campaign finance reports recently filed with the state Ethics Commission show that the group’s political action committee has contributed $100,000 of the $166,000 the committee has raised thus far.
The Regional Business Council, an organization of middle-size businesses, has provided $50,000, BJC Health System, $10,000, the St. Louis Area Police Chiefs Association, $5,000 and the North County Police Chiefs Association, $1,000.
Some donations occurred after Sept. 30, the close of the latest reporting period. Because they were more than $5,000, the committee had to report these contributions to the ethics commission within 48 hours.
The committee reported spending $31,355.64 by Sept. 30. Much of the money went to Sequel LLC, a consultant from Clayton; a poll; a website and printing.
The tax would raise $13.6 million a year to finance a program that would include an $80 million the countywide emergency communications system; $10 million for equipment to allow police and fire dispatchers to know the location of callers using cell phones and a $10 million upgrade to the county’s siren system.
