Activist files ethics complaint against McCulloch

A civic activist from University City has filed an ethics complaint against St. Louis County Prosecuting Attorney Robert McCulloch relating to the campaign for a countywide 0.1-cent emergency communications sales tax. Voters will consider the tax on Tuesday.
