What should the Weatherbird say about cash improperly saved by the police department?

When you’re arrested and jailed, it’s common knowledge that you have to give up what’s in your pockets. (And lose your belt — I’ve learned that much from the movies.) But those items are also generally supposed to be returned unless prosecutors bring suit to seek forfeiture of the property. That hasn’t been happening for several years in St. Louis. The police department has collected about $4 million in unreturned cash, and collected interest on it. Oops — now the police board is moving to repay $200,000 in interest that it improperly spent, and return the cash to its rightful owners.
