The manager of St. Louis Metropolitan Towing’s parent company has been indicted on federal charges alleging that the company spent years ripping off vehicle owners, banks, rental car companies and others. The Post-Dispatch first revealed more than a year ago that the company, which held a contract with the police department to tow vehicles, gave free use of cars to then-Police Chief Joe Mokwa’s daughter and police officers. Post-Dispatch reporting also revealed that cars were sold to Mokwa’s daughter and others for less than wholesale prices, and that the contractor shortchanged taxpayers on towing fees it collected. Mokwa later retired under pressure over the scandal.
