What is %;’#@ up with story comments?

We have been having technical problems with story comments the last couple of days. Any time you use an apostrophe or quote mark, you get a lot of other punctuation as well.
Our tech staff is on the case and is trying to get the issue corrected.
it’s happened from time to time before, I know; I thought it was my computer. havent really noticed it today or lately.
Your new format stings. The paper is no longer enjoyable to read.
