Further proof that America doesn’t always got talent

I’m having a hard time figuring out some key things about this video:
- When was it filmed? My first guess was the 1980s, but their hairdos don’t correspond. (Maybe they were just ahead of their time.) The music definitely is ’80s, though.
- Why did the scenic designer decide to make these people sing and dance in a Bavarian village?
- Speaking of dancing: Why? And why in those mother-of-the-bride dresses?
- Why does the guy have a headset mic, but the girls have handheld mics?
