Salvador Guijosa will have to wait until Monday's council meeting to learn if he will be allowed to sell liquor at the restaurant he plans to open at 8724 St. Charles Rock Road.
One vote against his liquor license — cast by Councilman Milford "Skip" Lowry — prevented Guijosa from getting a license at the council's last meeting.
"Under our municipal rules, we have to have a complete 'yes' vote of the council for it to pass on the first vote," Mayor Lee Taylor said.
When officials vote at the next meeting, the license needs only a majority vote, he said.
Lowery said he voted against the license because he objects to the restaurant being allowed to sell packaged liquor.
There are enough other places in St. John where packaged liquor can be purchased, he said.
