Good enough for the dome, but not for the Arch

"No new public money will go to the Rams without voter approval". Yet there will be no voter approval for tax payers money or any public money for improvements to the Arch. Why is it that's what is good for the gateway arch groundsineterst of the public and voters for one thing is not good for the other?
