Smoking ban, other issues on ballot today

County smoking ban • A partial smoking ban in St. Louis County is one of several area ballot questions to be decided by voters today. The indoor smoking ban would still allow smoking on casino gaming floors and in bars that derive at least 75 percent of their income from alcohol sales. The measure also would effectively apply to the city of St. Louis, because a measure approved by the city Board of Aldermen is dependent on the county vote. Kirkwood voters will decide on a separate smoking ban in that city. County sales tax • St. Louis County voters also will consider a 0.1-cent sales tax increase to pay for an emergency communications system. Property taxes • The Lindbergh School District is asking voters to waive a property tax restriction, making it easier for the district to raise taxes. Four other school districts are asking voters to borrow money to pay for various building projects. State representative • Voters in the Richmond Heights area will choose a new state representative to replace Steve Brown, a Democrat who resigned after pleading guilty to a federal conspiracy charge. Troy sales tax • Troy, Mo., is asking voters to approve a half-cent sales tax for capital improvements, while other municipal issues will be decided in Velda Village Hills, Uplands Park, Florissant, Charlack and Valley Park.
