This notice shall satisfy the procedural requirements for activities to be undertaken by the Missouri Housing
Development Commission (MHDC).
REQUEST FOR RELEASE OF FUNDS
On or after June 26, 2021, the Missouri Housing Development Commission will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Federal HOME Program funds under Title II of the
National Affordable Housing Act of 1990, as amended, to undertake the following project:
Project Title:
Elm Ridge Senior Apts
Purpose:
New construction of 50 unit mixed-income housing community for senior living. The development will consist of a three story, elevator served building and include a combination of one
bedroom and two bedroom layouts. All of the 36 two-bedroom and 14 one-bedroom units will
include in-unit laundry hookups and a fully equipped kitchen. The development will meet Enterprise Green Communities specifications for energy efficiency and include a management office,
an elevator, secured access, a computer & technology center, a fitness center with exercise
equipment, a community room with kitchen on the first floor and additional community space
on the upper floors. The exterior will include brick and fiber cement siding and vinyl clad, double
hung windows with a hip style roof covered with asphalt shingles.. The overall site contains 3.7
acres.

Estimated Cost: Total development cost of this project is approximately $10,859,887 with approximately
$820,000 of funding coming from the Federal HOME Program Funds
FINDING OF NO SIGNIFICANT IMPACT
MHDC has determined that the project will have no significant impact on the human environment. Certain conditions
will apply to the project. Therefore, an Environmental Impact Statement under the National Environmental Policy Act
of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR)
on file at the Missouri Housing Development Commission, 920 Main Street, Suite 1400, Kansas City, Missouri, (816759-6600) and may be examined and copied weekdays, between the hours of 8:00 A.M. and 5:00 P.M
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Missouri Housing Development
Commission. All comments received within the comment period as listed above, will be considered by the Missouri
Housing Development Commission prior to authorizing submission of a request for release of funds. Comments
should specify which Notice they are addressing.
RELEASE OF FUNDS
MHDC certifies to the Department of Housing and Urban Development (HUD) that Tina Beer, in her official capacity
as Director of Operations for MHDC consents to accept the jurisdiction of the Federal Courts if an action is brought
to enforce responsibilities in relation to the environmental review process and that these responsibilities have been
satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows MHDC to use HUD program funds
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the Missouri Housing Development’s certification for a period
of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only
if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of MHDC;
(b) MHDC has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58;
(c) the grant recipient or other participants in the development process have committed funds, incurred costs or
undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another
Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with
the required procedures (24 CFR Part 58, Sec.58.76) and shall be addressed to U.S. Department of Housing and
Urban Development (HUD); Office of Community Planning and Development, 400 State Avenue, Room 200, Kansas
City, KS 66101-2406; 913-551-5484. Potential objectors should contact HUD to verify the actual last day of the
objection period
